EEA student applying ILR

hi guys i have question?

my son is EEA national and he lived in uk since 2003 but he start university in 2007 since that he had student financial grand and loan from uk government, can he apply ILR ? he worked as well in the sumer time and some years he part time but he have no prove he have only some pay lips and p60,
he will finish the university this year he was doing meng + foundation year

Was he in possession of CSI during his student days.

Did he apply for Residence Permit, during his student days?

he apply Residence permit while he was working in 2004 ,

Going back to 2003-2007 : was he younger than 21? Did he live with EEA national? What is the relationship to the EEA national?

he was younger than 21 and he lived with his brother ( his brother is EEA national)

What was he doing while living here in UK between getting resident permit in 2004 to 2007 before he started his Uni.?

he was full time student (A level student) same time he work part time job only one day a weeks 7 hours
