urgent visitor visa for family member

im british myself but have a sister that requires visa to visit me in uk, she is currently in usa and willnot return to her home country for sometime, whats quickest route to get her visitor visa issued so she can fly to uk directly from usa of home country asap ?

can i apply for visa from uk for her? will i be required to have access to her passport ?
what are my options? i would like to avoid having to wait for her to return to home country 2 weeks later and apply from there ,

It is your sister who has to apply, not you. She can apply for a visit visa at any British Entry Clearance Office in any country.
