Bulgaria; part of Schengen?

Hello all,

I'm looking to immigrate aboard and I've stumbled upon a project in Bulgaria. What's attractive, as I'm told is that Bulgaria/Romania are part of the EU but not part of Schengen, is this expected to change soon?

I guess this is the reason why this project is supposed to be appealing.
