UK family permit or visa on the basis of the chen ruling

Does anybody know if it is possible for the parents of a minor EU national (the Chen Ruling) to apply for family permit or entry visa (Leave To Enter) for the UK on the basis of the new EEA regs regards the rights of EU nation minor parents/ carer? Many thanks!

You might be able to Qualify under Regulation 12(1A) for an EEA Family permit, if the person can show they will meet the Requirement or Regulation 15A if they were residing in the UK
