What's the treatment in universities as ILR dependent?

My question is that , A kid dependent of a ILR ,would have to pay full fee for universities, as he got his indefinite stay with his father's application but he is now above 18 years old, technically speaking what's the treatment of such kids in universities are they treated as home student or as a non-EEA status.
