Family Visitor on Tier 2 ICT

Hi All

Need help.. I have tier 2 ICT & wish to invite a family member.. Does he need family visitor visa or general visitor?
In the past, on same tier 2 ICT category I have invited a visitor on family visitor visa but now the note on UKBA site says to have a family visitor you need to be 'settled' in the UK.. so I am confused! Please help.

You now need to be settled to sponsor a family visitor
