Tier 2 (G) Dependant Visa for a Spouse

I would be very grateful if someone could please guide me whether a spouse of Tier 2 (G) visa holder can apply for a dependant visa from his own country or can he apply being in the UK?

Also do you know if the UKBA will make it harder for the main applicant to progress to ILR because of the spouse's dependency on the main applicant or is it irrelevant?

And finally, can the spouse on dependecy visa do any jobs apart from doctors' training?
