Tier 1 granted 7 Oct 2008 - 7Oct 2011
Tier 1 Extension - till Oct 2013

can Someone please tell me when is the earliest i can apply for ILR.
IMO i can apply from 28 March 2013 (As i travelled within 90 days of WP stamped.) can someone please confirm.

You're correct - 28 March 2013

1. UK Border Agency | Settling in the UK "Please do not send us your application more than 28 days before you become eligible to apply."

2. 3-month entry concession - The period between entry clearance being issued and the applicant entering the UK may be counted toward the qualifying period, as long as it does not exceed 90 days. This can occur if the applicant is delayed travelling to the UK. Provided the period of delay does not exceed
90 days, it will not be counted as an absence
