Transfer of Right to Abode stamp to new passport

Transfer of Right to Abode stamp to new passport

Hi,

my son was born abroad but in his passport he had a Right to Abode stamp which his mother got it at the British High Commisison.
4 years ago, he need to renew his passport and the authority of the country accidentally put a "CANCEL" stamp across his the "right to abode "stamp in the Old passport. His new passport did not have a "Right to Abode" stamp now.

He need to travel this summer with the school aboard without any family member. We are worry that he may not get back in because the mistaken "cancel of his "Right to Abode" stamp in his old passport will not valid and his new passport do not have the stamp

We are unable to get a satisfactory answer from the email and website information from UK Border.

What can we do?
We need to speak to an immigration officer to sort out a letter of assurance or have his "Right to Abode " stamp transfer to his new passport
He need this sorted out by July 2013
Where can we get an appointment or see an immigration officer?
We are in the West Midlands and tried email and telephone but always end back asking us to refer to website but website item is not relevant in our case. Can an authorised person direct us to a Immgration officer to sort this properly? Please help.
