help with filling in eea3 form

Can anyone help for filling in eea3 form?
We are a family of 5: me, my wife and three children, 6 months, 6 years and 3 years old. The children are all born in the UK. We are Romanians living in the UK since 2004 on a work permit basis. After 2007 me and my wife applied for the blue card- registration certificate and obtain it.
Now we would like to apply for British citizenship but, as I understand, we need to apply for permanent residence first using the eea3 form.
We are not sure which sections( section 1, 2 and 3) of the form to fill with which details and whether to include any children in it.

It is not essential to apply for eea3 first, but you can if you wish. Apply for yourself and wife only. In any event, only one child will have pr already, ie the eldest, the others need to wait until they are at least five.
