Both Parents ILR -Can Kid In India apply for PBS Dependant?

I was in Tier 1 General Visa (entered UK in June 2008). My wife was in Tier 1 / PBS Dependent visa. Both of us have got ILR few days ago. We are in UK now.

My daughter was born in UK. She never got any visa here and went to India a year ago. I would like to bring her to UK now.

UKBA website suggests that, I can apply for Indefinite Leave to Enter (ILE) since both of us have ILR now.

Since the processing time for ILE in India is around 4 months, I would like to know if I can apply Tier 1 Dependant visa for my daughter (processing time < 1 month for this visa in India)

or

Is it mandatory to go for ILE, since both of us are ILR.

My daughter was born in UK.

Another option is for her to register for British citizenship.
