Tier 1 Entrepreneur application (UK PSW)

Hi guys, i am helping someone with their application.

My question is one of the team member has some of the money in India in
his fix saving account can he claim that money to be freely disposable in UK as it is still his money but fixed.

No, it has to be cash. Fixed Deposits or ISAs are not acceptable.
