pls urgent help

Hi my husband is a student visa and applied for spouse visa last june 2012 but on December ,2012 we moved into a different house and we have been asked to submit a new documents on January 2013. Until now we are still waiting for the result. We haven't heard anything from the Home Office. Is it normal?
