Indian Passport for UK born child

Hi,

Can anybody please advise whether the eys's should be open or closed for the in photo of the newborn baby for the passport and birth registration with Indian High Commission?

is 35*45 mm with off white background ok for both purpose? i know hci london has different instruction for the type of the photo for the passport and birth registration.
