EEA 4 one more question

Hi Guys,

I was hoping somebody could advice regarding EEA4 application.
In June my husband (non-EU national) and I (EU national) will have been married for 5 years which means we'll finally be able to apply for his PR. In January 2012 I got my PR blue card. When looking through the EEA4 application (Section 11 Documents) I noticed the following:

'If your EEA national family member has a Document certifying permanent residence: proof that they have not been absent from the UK for more than 2 consecutive years since they gained the right of permanent residence. This can include tenancy agreements, utility bills and bank statements'

If I obtained my PR card less than 2 years ago (it will be 15 months in June) do I still have to provide HO with documents proving that I have not been absent from the UK?

At first I thought of providing those documents but I guess there's no point to send unnecessary papers and make the application thicker.
