Family settlement visa query

Hello,

I am due to apply for ILR in Sept 2013.

I have a query with regards to family settlement visa for my parents in India.

My dad is 67 and mother is 63. Dad is disabled partially from the eye. Dad is retired since 15 years and mother is housewife.

I am only son and my married sister is a british citizen.

I am aware I have to sign an udertaking for no resource to public funds for 5 years from entry.

However kindly confirm if NHS treatment will also be denied for them on family settlement.

In addition, what chances are for my parents to successfully get visa based on the above ocnditions.
