adopting a non EU child from close family

Hi im not sure that i would be able to get answer or not and perhaps its ok to ask here or not but its still relates to immigration.

I'm thinking to adopt my niece who is under 18 (my sister's daughter) who are in pakistan, what are the chances i'd have and if there are then from where do I start from??

I'd be very grateful if I get any helpful answer as always we get from this helpful Forum.

Who does the child live with at the moment and why do they wish to have her adopted?

its me and my wife who wants to adopt my niece and her parents (my sister and her's husband) are agree. its me and my wife who don't have children so my sister is agree that we(me& my wife) can adopt her's kid and also my niece is happy too, she is around 14.

them by relatives abroad, must note that there is very little chance of them being able to bring
the child into the U.K. The U.K.’s international obligations prevent any acceptance of such
practices. Even if a foreign adoption has been completed, the requirements of the
immigration rules, (see above), will prevent an entry clearance being issued to such a child
