Yes the wording is pretty unclear.
I guess in their terminology a residence permit is a GNIB card, and re-entry permit is a re-entry visa.
But what they exactly mean by "Residence/Re-entry Permit" is unclear. The only document I know of which is both a residence and a reentry permit at the same time is a GNIB card with Stamp 4 EUFAM, but this is mentioned separately.
I think TIMATIC might have gotten a bit confused here ... And at least confusing
I doubt the government would waive the need for re-entry visa as it would be seen as a loss of control, and also it probably is a good enough source of cash for them.
