Please please I need help. I am in trouble and giving away lot of money to know just one information.

My husband got ILR on 10 year long residency 2012 nov.
I have been living in this country since oct 2009 as his dependent. He was a tier 4 student since I am here and my last visa extended on pbs system as his dependant june 2010 till 24 dec 2012.

I applied On FLR (M) on 23 dec 2012. But we didn't have £18600 to cover new rule maintanence. We have a one year old baby so we asked to consider our my application on article 8.
But end of January2013 we came to know there is transitional arrengement exception published for who has entered as dependant before 9th July on PBS system. Immediately I have given further presentation of my status and ask for consider my application on transitional arrangement policy. I am in uk more than 3 years now.

The case worker didn't bother to consider and he has refused to give me on that due to low income and given visa appendix FM EX 1.1
Which is for 2 year 6 months and I have to wait for 10 years to obtain ILR.

So my question, still am I eligible for ILR right now?

Few of my friends have got ILR next day after getting visa on FLR( M) for 2 years 6 months in 5 years route and they had income £18600. Their dependant entered in UK in PBS rule on 2009 September. They applied their visa in normal new rule where you need to show £18600. but didn't ask for transitional arrangement.
