Tier 2 ICT after 2010/possibility of ILR?

Currently, you do not have options to apply for an ILR if you received your Tier 2 ICT visa after 2010. Are there possibilities for this to change in the future?

Maybe the immigration gurus can advise based on historical changes?

I came to the UK on Tier 2 ICT in Dec 2011 and it is proving tough to plan for the future (buying a house, investments etc.) not knowing whether the visa rules will change in future for ILR or I will have to go back after 5 years.
