Out of time application before and after 9 July 2012

Hello,
In long residence 2013 chapter it has been written that ILR applicants with long residence should not be overstayed for 28 days after 9th july 2012 and any period of overstaying before 9th 2012 should be disregarded. Whats the difference between before and after 9th july 2012 in terms of overstay or out of time application under 10 years ILR category.
