applying for student visa?

Hello,

I am an malaysian citizen.

I have been studying in high school in uk from year 8 to year 13 under my valid visa then went to university and applied for a new visa inside uk and was successful as i received my Biometric card. Then i moved to another uni so the first uni visa was void and applied outside uk. It was successful and i stayed there at my 2nd uni for 2nd year. I dropped out due to my parents being "angry" at me for failing some of the modules. My ucas points was just okay and i was thinking of changing to another course therefore it would put me into foundation.

However, from what i heard. a person who have done uni and dropped out and wants to change course into foundation. That means the person will be refused a student visa because he degrade from a degree to foundation and he has took a degree before.
Visa will be given to those to want to take another "degree" and above not "foundation", "diploma" etc.

Is it true?
