Visit non eu family member in Uk

Hi, there
I am a non eu family member with residence card living in the Uk for 3years.
My mother ( non EU ) wants to visit me here and she is 65yo(retired).
What type of visa should she apply for from abroad?
Eea family permit? Or as a general visitor?
Keep in mind I am not eea citizen but non-eu family member.
Can anybody give me a clue?

If she were dependent on you (or spouse) ,she could apply for family permit.

If not, she could apply under national immigration rules.
