How to request Judicial review

Hi everyone after UKBA refused my application with, I have written to them to request a reconsideration or right of appeal but they never replied so i sent an email to Rob Whiteman who replied that once they have refused there is nothing they can do, that i need to reapply but i don't want to reapply as believe the grounds of my refusal plus no right of appeal can be challenged.
So can anyone advise me on how to start the judicial review please???
