hi there i have a question if someone dont win appeal is there is any chances to switch the category??

tier1 to tier 4?

i need the expert advise on it.

During appeal if an applicant wish to change to another category then he need to vary the grounds of its case because fresh application cannot be submitted. And if appeal is not successful then within the country he cannot apply for another category.
