Switching from level 7 to level 6

Hi

Can some one please tell me that i was on nqf level 7 course, i completed my progression for first year which was of nqf level 6 and my visa is still valid till 2015 so 1 month before i applied for nqf level 6 with another university Cas to change my course and now i received a letter from home office that i cannot switch from level 7 to nqf level 6 and rejected the university CAS but can continue with my previous visa which is valid till 2015.
my questions are
Is the university responsible for this refusal
can i apply in nqf level 7 course with another sponsor as my current visa is still valid till 2015.
