form vaf4a settlement and vaf4a appendix 2

my partner is applying for fiance visa from spain to marry me and settle in uk. does he have to fill a online form or can he fill the vaf4a forms and book a appointment at application center and show the forms there? also can it be any british consulate or does it have to be the one in madrid? ...anybody have any info pleaseeeeeeeeeee help
