can i make PEO appointment without original passport

My daughter born in UK few months back, so i have made an application for New passport for child born in UK to indian high commission by post. in that application i have included my and my wife passport for verification as HCI do require parents passports for verification. I have not received anything yet and my visa is about to expire in few days.

one of my friend told me that i can make application to UKBA without passport as long as i have all the photocopy of my passport and visa copies. is this true? if yes then can i make an PEO personal appointment without actually having original passport OR do i need to make an application through POST to UKBA.

i have all the proof which confirms that i have sent my passport to HCI, london like royal mail receipt, email conversation with HCI and file number for application made to HCI which still says its in progress.
