And i would like to ask that can i marry a someone in the UK and stay here ,, ( 2 persons with a Student visa (Tire 4) , one for 3 years and the other for 2 years ) ,,

Yes, you can marry. It's not possible to switch status to PBS dependant from inside the UK. An entry clearance application as a PBS dependant where the migrant is under Tier 4 would be contingent on the migrant having a level 7 course with a HEI.
