I dont know how the question of fair or unfair comes into play?

They tell you that if you want documents returned by special delivery, then you should enclose one. If after reading this information, you still decide not to send special delivery envelope, then its you choice. You could make it fair onto yourself and provide special delivery envelope.

When you have spent £874, then spending another £6.95 will not make sky fall down.

Home office does not require anyone or force anyone to apply for naturalisation. If the whole process is so unfair, then do not apply for naturalisation, simple.
