Permanent Residence Card is renewed automatically, after 10 years.

The first earliest renewal is supposed to take place on the 30th April 2016. Which if i am correct, is about 3 years away.

I am sure you will appreciate that in those circumstances, i am unable to answer your question.

It would help if mobismome can indicate a bit more details about the document of his friend that is due for renewal after 10 years. On the basis of what regulations was it issued 10 years ago?

The concept of Permanent Residence was only introduced in EU legislation in Directive 2004/38, which came into force on 30 April 2006. However, in the UK there existed Permanent Residence for EU nationals before. The basic condition was exercising treaty rights for four years. I myself applied for, and was granted it in 2005.
It is referred to in Schedule 4 (transition arrangements) of the EEA Regulations 2006.
(5) Where a residence document issued under the 2000 Regulations has been endorsed under the immigration rules to show permission to remain in the United Kingdom indefinitely it shall, after 29th April 2006, be treated as if it were a permanent residence card issued under these Regulations and the holder of the permit shall be treated as a person with a permanent right of residence under regulation 15.
I'm not sure if it also existed for family members, but may be that is what mobismome's friend has. If that is the case, I think he just can use form EEA4 and leave about everything blank; just write (in a cover letter or on the form) that he has already acquired PR in 2003, and has not been outside of the UK for more than two consecutive years since then.

can't he just apply for british citizenship,he would avoid renewing the PR every 10 years ,unless his nationality doesn't allow dual citizenship..!!

Pr under the directive cannot be due for renewal until 2016 April, at the earliest. IlR previoudly issued, has no expiry date .

PR (card) via EU route and ILR (BRP) via UK PBS route both represents settled status and is valid for 10 years but its next step is naturalization. I think there is no form of its renewal at the moment unless be lost with 2+ years absence.
