ILR–Applying 28 days before completing the qualifying peri

Dear all,
I’m applying for Indefinite Leave to Remain. On the UKBA website it says “please do not send us your application more than 28 days before the end of your 10-year qualifying period”. I have couple of questions and I really appreciate your feedback:

1) Is 28 days from the time the application is posted by Royal Mail? or from when the application is received by the UKBA? or it is based on the date the application is signed by the applicant?

Should I also include the end date in calculation?
For example: I will be eligible to apply for ILR on 5th October 2011, should I apply on 7th September or 8th September?

7th. Date is taken from the postmark at the post office - so the date you post it is the one that counts.

Dear Lekore, thanks for your response, so I shouldn't include the end date in calculation?
