VIMP-List of bank which is not acceptable by UKBA in england

Hi,

I have seen in appendix p there is list of bank which is not acceptable by UKBA
but all list is of outside UK/England
I can understand only 1 criteria for England bank that need to be regulated by FSA
is my understanding correct?
does anyone have list of bank unacceptable by UKBA?

All banks in UK are regulated by the FSA.
