I-130 and f1 clash

My brother is 23 years old ,my mom's sister applied for i-130 petition for my mother .
Now my brother wants to apply for f1 visa

1) Is it a problem that my brother is a beneficiary for the i-130 petition so he will be rejected for the f1 visa

2)he has crossed 21 years , so will he will be automatically dropped from the beneficiary list so it wont be a problem for f1 visa

3)if i-130 is a problem for f1 visa then cant he cancel the i-130 petition for himself so my mom ,dad and me are still in the petition
