Naturalisation - Professional & Personal Referee

Personal Referee:
Can anyone suggest me how long should Personal Referee for a Naturalisation application be a British Citizen? The guidelines say, referee should have known the applicant for more than 3 years, but should he have been a British Passport holder for > 3 years?

The professional referee doesn't need to be British but should have known you for at least 3 years and be a professional as per the list
