you can call the HCI and the is an option for OCI queries.

I am trying to reach the HCI for 2 days on 020 7836 8484

and i have waited for 2 hours at the max...is this normal?

no that's not normal. whenever I calledin the past i was able to speak to the operator within few minutes. Having said that, circumstances vary and if you need to speak to someone at HCI you have to keep trying.
