HELP required on Tier 2 ICT Established Staff before 04 2011

Hi all,

I am presently working in the UK on a Tier 2 ICT Established Staff
VISA that was issued to me in March 2011.
I have been in the UK from April 2011 working on the same VISA.

please clarify below point
1 )can anyone conform if I would be able to switch in to a Tier 2 General VISA in-country, without needing to go back to my home country.

2) is it possible for me settlement if i moved to tier one general ? if no please conform which visa will help me for settlement .
3) as i have spend more than 2 year if i moved to Tier 2 general will the year counted while filing for settlement .

please let me know below query so that i can move ahead further
