Suurender Certificate in time for Indian Visa application

I was unaware of the formality and processing time taken for surrender of Indian passport [for my 6 year old son] as a pre-condition to applying for an Indian visa for travel on 25 July.

How long does this usually take? AM I better off applying at the Indian High Commission in London to speed it up? I have seen some cases of it being done in 10 days or so - is the norm?

If the certificate takes longer, is there any form of emergency travel visa or document that I can use?
