NO mention of any date here. T2 ICT Established Staff leave was granted for applications made in the period 06/04/2010 - 05/04/2011

Does that mean if I have tier 2 ICT established stuff visa, I can switch to tier 2 general? Provided I am switching my sponsor? yes

Just check page 4 and 5. In page 5, at the bottom of the box, the first note in small font explains what you are looking for!
That is why you cant SWITCH to TIER 2 (General).
