I am EEA national living in the UK. My wife joined me in December 2012 as she received family permit.Her visa expired on the 17 of June and we are applying for residence card now.She obtained certificate on the 21 of February 2013 which is valid 6 months only.
We are concerned whether she should have left UK before her visa expired though she has got certificate saying she can work in the UK untill she receives the final decision and she was advised not to travel at all.
There is no decision yet and we begin to worry what to do and what document she can use later to leave UK before this certificate expired if still not getting this decision from UK border.
Can she show this certificate at the airport and explained that she is leaving UK before this mentioned certificate is expired on the 21 of august?

As long as you are exercising treaty rights, she is
okay. No need to leave the UK.

For a married non-EU national partner of a qualified EEA national applying EEA2 RC is just mere confirmation of its right and is optional but not mandatory. Let the EEA FP to expire because as long as you (EEA national) is excerising its treaty rights then your non-EU national partner has right to work & live. Anyhow the EEA2 RC application by law must be processed within 6 months and if not then you have a right to complain about that delay. And do not mind on the date of expiry shown on COA too.
