I am confused which visa we should apply for my daughter from india.
Can we apply settlement visa as she is still minor ?

Just clarifying my and my wife visa status

I am british citizen by Naturalization
My wife has Spouse /partner leave to remain visa under new rules 2.5/2.5years

Apply for your daughters british passport, she should get it because you are british citizen
