200K initial applying within UK, do I need business plan?

I have searched extensively on this forum and the policy guidance.
Although some people says it is very important to include a business plan in your initial application, I have found no evidence of such requirement on UKBA website, policy guidance and application form.

Can someone please link me the official document which states a business plan is required?

Anyone got the visa without business plan?
