Persons applying for ILR should appear for a written test?

I heard recently, persons applying for ILR should appear for a written test. Is this correct? Do you have any more information and any URLs?

If the application for ILR is being made on or after 02.04.07 then yes, the application needs to be accompanied by a pass certificate from the Life in the UK Citizenship Test .... or for people with low English language ability ... a completion certificate from a combined ESOL/Citizenship course.
