urgent help needed with student visa!

Hi, Just hoping one of the moderators might be able to help.
I was on PSW visa untill january 2013.applied for tier 1 enterpreneur.got rejected may 2013.appealed the decission but no hearing date yet.I am planning to leave tier 1 route entirely and go back to studies.i have received a offer from UCL.my course strt sep23,2013now i do understand if i withdraw my passport/current application i hv to go back home nd den apply fr student visa.now questions are-
1.is there any time period within visa application/rejection in between which i can not apply?
2.Can i show my UK bank account for funding/sponsorship/affordability purposes to the embassy back home?

if you guys can let me know will be big help.just fed up with this tier 1 route.i hv three clients so far fr my business and in last two months i am just losing money as no one will give me contract/business bcz they are doubting the eligibilty and looking at the appreal queue it migh take another months.thus decided to start my masters.

If you withdraw your application then within 28 days you need to leave the country and then if you meet the tier 4 criteria then you can still apply it. And better would be to transfer your UK bank account funds to your country's local bank account to meet funds requirement.

so my uk bank account won't be accepted at all?cause all my money is in my uk bank account.and it is such a hastle to transfer the money back and then if my visa accepted i hv to pay my fees.thats why i was trying to show my uk savings account.

Its only a matter of convenience because from abroad how can you get latest statement/bank letter/stamps if need. Otherwise if you have your trustworthy persons here then who can arrange it for you then you can give it try but still better to transfer funds to your home country because its not promised/guranteed that you will get visa.
