exit clearance in india

Hi,

i have a general question.

My mother is a srilankan who is residing in india for the past 5 years. She arrived india with medical visa, which was expired after 6 month. But unfortunately she didn't registered with local FRRO office in india. But she registered as a refugee at her local police station and she her registration is still active.

She received a EEA family permit to come to UK(6 months visa). She went to apply for exit permit at FRRO office in chennai. The officer at FRRO office didn't ask for the UK visa but the expired indian visa. They told her that the application is going to Delhi for verification and they didn't give her any timeline/time limit.

Now i'm confused. She got only 6 months UK visa, which she already lost 1 month of it. Will she get any trouble or exit clearance on time? why they are sending the exit permit application to Delhi and not processing in chennai??

does anyone have any clue about this? I'm seriously confused about it and bit worried about all this process.

please help me to clarify this. How this normally work.
