London submission for Brother

Both my family (family of 4) and my brothers family (family of 4) wish to apply for OCI and intend to submit the applications to London (HCL) over the counter.

My question is that can one of us submit both family's applications or do we both have to travel to London for the submission?

you both need to be present to submit your respective family applications.
