Can I apply tier 2 with a sticker from the netherlands?

Can I apply tier 2 with a sticker from the netherlands?

Thank you in advance for any suggestions.

situation:

a) I am Chinese and would like to apply the Tier 2 general visa in the netherlands. I live here with my partner (family reunion purpose, non-temporary). So far, I have had the CoS (with the address in the netherlands) and all other required documents except a valid ID.
b) My current ID was expired last week and it is still under the renewing process by the Dutch immigration office. It needs another month or two to get it done. Right now, I only have a "sticker" in Dutch language, which is not exactly a visa but a paper on my passport to prove that I am staying legally in the netherlands. It also indicates that my ID is under the renewing process. This sticker is valid until December 2013.
c) My job in UK will start on the 1st August and I really would like to be there in time.

I am concerning if I can apply the tier 2 visa with the Dutch "sticker" + the old ID?

If you are resident in The Netherlands you are entitled to apply for entry clearance from there. See:

Provided the document proving that you are a legal resident is translated into English it should be acceptable. For the requirements for translations see:
http://www.ind.homeoffice.gov.uk/countr ... angname=UK English

You will have to enrol your biometrics in Amsterdam or Düsseldorf

IMHO yes, since being a Chinese national you have permission to reside in China. Refer to ECB05 (link above)
