Life in the UK test and English Language requirements

Hi ,
I have got two queries about naturalisation .My wife was granted ILR on the 29 /11/2012 and she passed the life in the UK test for obtaining ILR in 2012. She will be applying for naturalisation after completing 1 year .
Query 1 : Can she apply 28 days before one year ( before 28 October 2013)?

Query 2: If the answer for query 1 is no that means she will be allying after 28 October 2013 does she require in that case to take new English Language test and the life in the UK test?
