Dependent visa for Child

Hi,

I need to apply for dependent visa for my son who was born last month. As we are planning to travel in October, I think it makes sense to apply from Pakistan rather than applying here in UK due to fee difference and processing time as well.

Am I right to say we can apply from Pakistan and is it OK for my son to travel without visa to Pakistan, can he do it, he's got the Pakistani Passport?

Lastly tier 1 is expiring in March 2014 and we wish to in October/November, so I may have only 4/5 months left on my visa, is it minimum visa period kind of thing?
