I have seen other posts about being offered a position/Certificate of Sponsorship by a company under a Tier 2 Visa whilst here in the UK already on a Tier 5 (YMS) Visa, but I was wondering if the rules for having to be out of the country (UK)/in country of residence whilst applying for the Tier 2 Visa are universal to all Tier 5 Visa holders or just for the YMS Tier 5 Visa holders? I am currently here on a Tier 5 Government Authorized Exchange Visa.

The only T5 category that permits switching is Tier 5 (Temporary worker - creative and sporting), for a job as a professional footballer. In your case you have to apply outside the UK.
